About this product

Previo Levy computes what Florida's proposed homestead amendment - and any

millage scenario - actually does to your revenue, parcel by parcel, from the

official DOR tax roll. Not averages. Not estimates from a press release. Every

homesteaded parcel in your county, attributed to your taxing authority, at your

adopted millage.


Pull your county's NAL roll straight from the DOR portal - all 67 counties, one

click - and Previo Levy shows your homestead revenue under current law and under

the 2027 ($150,000) and 2028 ($250,000) exemption tiers: how many parcels drop to

zero non-school tax, what the revenue-neutral millage would be, and whether it

clears Florida's 10-mill constitutional cap.


Then work the problem. TRIM analysis gives you the rolled-back rate, the

majority-vote maximum, the two-thirds threshold, and the millage needed to hold

revenue flat. Budget Flow maps the shortfall through your actual revenues, funds,

and departments. Close-the-Gap works five levers - millage, assessments, public

service tax, discretionary surtax, other revenue - with the statutory limits

enforced as you go. Save two approaches and put them side by side on the chamber

projector.


A six-year projection carries all of it to 2031, with Save-Our-Homes growth,

turnover, new construction, and the non-homestead assessment cap as assumptions

you control and disclose.

  • TRIM analysis updated for CS/SB 4-F, signed June 24, 2026. The majority-vote
  • maximum is now the rolled-back rate with no per-capita income adjustment, and
  • two-thirds allows up to 110% of it. A comparison column shows what the previous
  • formula would have allowed.
  • St. Lucie authority set seeded at verified 2025 final adopted millage from the
  • published DR-403 rates, with fund codes.
  • DOR download now finds the current roll automatically. The department publishes
  • only the newest version of each roll, so a roll available last week can be
  • replaced without notice.
